 This tool allows you to pixelate the whole PNG picture or a specific, selected area. You can specify the pixelation strength in the Pixel Size option, and you can specify the pixelation area in Pixel Area Position and Pixel Area Size options. Simple and easy! 
This example pixelates a rectangular area of a PNG picture. In this sample, the car gets pixelated, while the background is left without changes.
